SWO 477 EMPLOYMENT TRAINING PROGRAM/TANF

The Indian Employment, Training and Related Services Demonstrations Act of 1992, Public Law 102-477, was passed October 23, 1992.  The purpose of this Act are to demonstrate how Indian tribal governments can integrate the employment, training and related services they provide in order to improve the effectiveness of those services, reduce joblessness in Indian communities and serve tribally-determined goals consistent with the policy of self-determination.

The Sisseton Wahpeton Oyate, as authorized by the “Indian Employment, Training, and Related Services Demonstration Act of 1992, Public Law 102-477,” has consolidated the following programs:


1.         Adult Vocational Training                                     Bureau of Indian Affairs

2.         Direct Employment Assistance                           Bureau of Indian Affairs

3.         Tribal Work Experience(TWEP)                          Bureau of Indian Affairs

4.         Job Training Partnership Act Title IV -A              Department of Labor

5.         Job Training Partnership Act Title II-B                 Department of Labor

6.         Child Care and Development Fund                     DHHS

7.         Native Employment Works Program (NEW)      DHHS

8.         Temporary Assistance to Needy Families         DHHS


Goals: 
Through this consolidation of programs, the Sisseton Wahpeton Oyate will:

1.                Improve the effectiveness of employment, training, and related services through integration.

2.                Reduce joblessness within the Lake Traverse Reservation.

3.                Serve tribally determined socio-economic goals consistent with policy of  self-determination.

4.                Promote individual/family responsibility and self-sufficiency while preserving and strengthening the family structure.

LYNETTE BERNARD   Ext. 203                 Program Mgr. SWO 477 Employment Training/TANF

                                                                       Program Mgr. SWO Low Energy Assistance (LIHEAP)

Administer employment service program. Plans and executes policies and procedures to provide employment services under
authority of federal and tribal regulations.  Administer Energy Assistance Program.


CHRIS HEMINGER       Ext. 218                 LIHEAP Coordinator /Summer Youth Coordinator

Provide Assistance to income eligible families for the LIHEAP Program. Through the application process, coordinate with vendors to
administer services provided under the LIHEAP component.  Her objective is to familiarize youth with a competitive work environment
and to give the youth an opportunity to develop good work habits.  


LORAE MERCADO       Ext. 202                TANF Eligibility Specialist

The program will provide cash assistance to a needy client, who is an enrolled member of the Sisseton Wahpeton Oyate with a
dependant child to assist in meeting basic needs.  A needy family will be defined as a single parent family whose income and
resources are within the limits set by the State of South Dakota for basic needs.


KAY RENVILLE             Ext. 208                 Data Entry/Receptionist

Provide management duties, administrative functions, data entry for LIHEAP, TANF, and Employment Training Program.
Receptionist for the ET DEMO program and other programs in the building.


DENISE KRANHOLD   Ext. 215                 Career Development Coordinator

Coordinate the development of education and training curriculum for participants, administration and maintenance of records
for assessments in the areas of academics, barriers, and ability/interest and make adequate referrals as needed. Work closely
with the program staff and educational programs to identify the specific needs of each participant.


BEV ROSSO                  Ext. 212                  GED Tutor

Provide intense tutoring services for the GED and Adult Education Students. Works closely with staff regarding the progress of
the student, provides either individual or group assistance, with emphasis on Literacy and assisting students with writing ability.


AMY TREVINO              Ext. 217                  Child Care Specialist 

Work closely with clients to determine eligibility for child care subsidy, process child care certificates.  Work closely with providers,
provide technical assistance and training, certify annually, home visits to ensure compliance with “Tribal Health Care Codes”.


MELISSA HUFF            Ext. 207                  ARRA/ET DEMO Case Manager

Provides case management to clients involved in the ET DEMO/TANF/ARRA programs. Provides clients with tools that encourage
and support personal growth and success with their education through the programs G.E.D. and High School component, also
responsible for coordinating services for the client along with program support staff.


ELIZABETH JANISCH  Ext. 205                 Classroom Training/AWE/Employment Assistance Case Manager 

Provides case management to clients involved in Classroom Training/Adult Work Experience/Employment Assistance Program.
Monitors time and attendance for clients in college, and on the job sites. Find work sites for participants. Review applications for
Employment assistance for completion, and process payments upon approval.
